Accreditation demands data. kazva.bg delivers.

Bulgarian law mandates annual student satisfaction surveys. Without them, universities risk losing accreditation - and the right to award degrees.

Mandatory Requirement

Two separate mandates cover higher education and schools:

Higher Education Act, Art. 76-77:

  • Higher education institutions MUST maintain internal quality assurance systems
  • MUST include student opinion surveys at least once per academic year
  • NEAA (National Evaluation and Accreditation Agency) evaluates this system
  • Loss of accreditation = loss of right to award degrees

Preschool and School Education Act / NIQE:

  • NIQE (National Inspectorate of Quality in Education) evaluates quality through surveys of student and parent opinions
  • Schools must maintain internal quality management systems
  • MES (Ministry of Education and Science) proposes quality criteria including parent and teacher satisfaction

Higher Education Act, Art. 76-77; Preschool and School Education Act; NIQE quality inspection framework

Student Surveys in Higher Education: A Legal Obligation, Not Goodwill

Under Article 76 of the Higher Education Act, every accredited university must maintain an internal quality assurance system that includes annual student opinion surveys. This is not a recommendation — the National Evaluation and Accreditation Agency (NEAA) verifies documented survey results during every programme and institutional accreditation cycle. Loss of accreditation is not a theoretical risk: without it, a university loses the right to award state-recognized degrees. In recent years, NEAA has downgraded or refused accreditation for several academic programmes specifically due to weaknesses in internal quality systems.

School Education and Quality Inspections

For primary and secondary education, the National Inspectorate of Quality in Education (NIQE) conducts scheduled and unscheduled inspections that evaluate student and parent satisfaction. The Preschool and School Education Act requires every school to maintain an internal quality management system. kazva.bg replaces paper-based surveys with QR codes in classrooms and reception areas — students and parents respond in under a minute, and administrators receive automated reports ready for NEAA accreditation panels or NIQE inspectors. Across Europe, student satisfaction measurement is becoming a core pillar of institutional accountability, with Etio Global covering 4 million students across 1,600+ institutions in 40 countries.
