Mandatory Requirement
Two separate mandates cover higher education and schools:
Higher Education Act, Art. 76-77:
- Higher education institutions MUST maintain internal quality assurance systems
- MUST include student opinion surveys at least once per academic year
- NEAA (National Evaluation and Accreditation Agency) evaluates this system
- Loss of accreditation = loss of right to award degrees
Preschool and School Education Act / NIQE:
- NIQE (National Inspectorate of Quality in Education) evaluates quality through surveys of student and parent opinions
- Schools must maintain internal quality management systems
- MES (Ministry of Education and Science) proposes quality criteria including parent and teacher satisfaction

Student Surveys in Higher Education: A Legal Obligation, Not Goodwill
Under Article 76 of the Higher Education Act, every accredited university must maintain an internal quality assurance system that includes annual student opinion surveys.
